"Fritis luthzmbi wahh watash ytachzrwtaz nyampi low" is what it says, as far as I can tell.

I believe that this "translation" is the result of a really bad auto-transcriber. It took latin text and put it in the Tengwar Annatar font in italics. But, the Tengwar Annatar font doesn't use a QWERTY keyboard. The person who drew the text likely tried to fix it a little, I still can't make out what they were trying to write.

It must have been an artistic representation rather than a linguistic representation of the Tengwar
