I've been pondering how to say 'plan, intend' in NeoQuenya.
There is the attested nir- but that seems to imply a pressure on others or an object, but maybe the best bet we have. There is also selma 'fixed idea, will', perhaps an underlying verb *sel(ya/ta)-?

Right beside þelma in WJ:318 Tolkien mentions S. thel- 'intend, mean, purpose, resolve, will' (though no Quenya verb). Based on that, it would be *sel-.
