I want to write "WHAT I MUST TO DO?" in quenya, is it right in quenya is 'MAN GERIN CAR?'

No, that is not correct. Hmmm.... maybe Man mauya nin carie? It's a tricky translation because you can't translate it directly into Quenya. Also, it looks like you've gotten some  Sindarin in there. In Sindarin, it'd be Man boe annin cared?

Tolkien usually prefers the infinitive in constructions like that. I'd write ma mauya nin care?

Where is ma indicated as an interrogative pronoun (and not an indefinite one) ?

According to LVS 13 ma is an interrogative particle, in indirect questions equivalent of 'if, whether' (PE 22:160). So ma mauya nin care?  would probably mean 'must I act?' For the interrogative pronoun 'what' I think mana is the best choice (as in mana i coimas Eldaron? , PM:395).
