I have made some updates to my Tengwar transcriber (http://arno.org/tengwar/), including more accurate Sindarin and Quenya modes, as well as a brand new English Phonemic mode (for Northern American English). It also incorporates the latest version of Eldamo, so you can use it as your everyday dictionary :)
On a related note, I'm thinking of giving it a more creative name than "Tengwar Transcriber". How about Tecendil? Would that be an accurate neologism for it?

As for the name: looking through the attested names that contain the suffix -ndil it appears to me that this suffix is always added to nouns, not verbal roots. Now of course that does not entirely rule out the possibility that *tecendil would be valid, but you could also go for Tengwendil from tengwe 'sign, token, writing', or Sarmendil, from sarme 'writing'.
Alternative: to use a word meaning 'tool, implement' in the name, like e.g. Sarmecarma; Tengwetamma.
Just suggestions.
